Public–private partnership would help meet extraordinary demand amid a severe shortage of private buses and motorcoaches
October 21, 2026 — Pronto Corporation today invited the City of Lincoln and StarTran to participate in a public–private shuttle pilot for the Huskers home games on October 31 and November 21.
Demand for special-event shuttle service in Lincoln substantially exceeds the private bus and motorcoach capacity available in the region. For these games, Pronto has already secured buses and motor coaches from Omaha, Council Bluffs and Kansas but even with that effort, the service remains severely supply constrained.
The solution is clear: deploy transit buses locally available in Lincoln through StarTran to supplement the capacity secured by Pronto through its network of private operators.
The Federal Charter Service Rule expressly provides a framework for such cooperation. Under 49 CFR §604.8, a public transit agency may lease federally funded equipment and drivers to an eligible registered charter provider after the available capacity of private registered providers in the agency’s service area has been exhausted.
“When motor coaches are unavailable, school buses are the only private capacity we can secure. Transit coaches are a more appropriate and more comfortable option for many adults, older passengers and riders with mobility needs. We have heard from Lincoln residents about the discomfort of travelling on school buses, which troubles us, because the remedy is within our collective reach — deploy transit buses, the very equipment these riders used in the past when StarTran operated the service for 45 years.”
“We - the City, StarTran and Pronto – collectively owe the community a resolution to this supply constraint issue,” said Kumar Shah, President and Chief Executive Officer of Pronto Corporation. “We acknowledge that leasing of equipment under 604.8 is permissible but up to the discretion of the public agency. We are requesting the Mayor, City and StarTran to use their discretionary power to deploy their equipment under this provision for the benefit of residents and Husker fans. We invite the Mayor and StarTran to meet with us and implement this pilot for the two remaining home games.”
